张凌寒教授在《中国社会科学》《中国法学》《Science》等发表多篇人工智能（算法）、数据和平台治理领域学术论文，多年来深度参与我国该领域监管工作咨询、法律法规和政策文件起草、双多边交流工作。
2023年被任命为联合国高级别人工智能咨询机构（UN High Level Advisory Body on AI）专家，2024年入选《时代周刊（TIMES）》“世界AI领域最具影响力100人”。
Professor Zhang Linghan is the director of the AI Law and Governance Institute of China University of Political Science and Law.
She is a director of the China Cyber and Information Law Society, a member of the Ministry of Public Security's Cybersecurity Legal Consultation Committee, an expert member of Ministry of Industry and Information Technology's Information and Communication Science and Technology Committee, and an expert member of the Shanghai Municipal Committee on the Ethics and Governance of Artificial Intelligence. She is also the leading expert of the "Artificial Intelligence Law (Scholarly Proposal Draft)."
Professor Zhang has published numerous academic papers in the field of artificial intelligence (algorithms), data, and platform governance in journals such as "Social Sciences in China", "China Legal Science" and “Science”. She has been provided consultation in drafting laws, regulations, policy, and participating in bilateral and multilateral dialogues.
In 2023, she was appointed as an expert to the UN High Level Advisory Body on AI. In 2024, she was named as one of the "100 Most Influential People in the Global AI Field" by TIMES.
